The package includes the STM32 module with all required electronics. No other work is required. You only have to connect the power supply (+5 V).  On the board, there are three mini USB connectors - power supply can be connected to any of them.  This is a stand-alone module, with no PC control required.
You are bidding for the complete 5GHz Spectrum Analyzer , as per the pictures. The package includes USB cable and rotary encoder.  The whole module can be controlled by the touch screen. The rotary encoder can be used to set the frequency step and span. However on the board, there are two switches which have the same function as the rotary encoder. Key A is used to go up, Key B is used to go down.
Bonus: Signal Generator - 137MHz to 4.5 GHz - build  in.
